Yuan Jiajun presided over the 12th meeting of the 6th Municipal Party Committee's Comprehensive Deepening Reform Committee to accelerate the construction of a comprehensive deepening reform pilot zone and make reform a "golden calling card" for the construction of a modern new Chongqing

On the afternoon of January 7th, the 12th meeting of the Comprehensive Deepening Reform Committee of the 6th Municipal Party Committee was held. Yuan Jiajun, Secretary of the Municipal Party Committee and Director of the Municipal Party Committee's Deep Reform Commission, presided over and delivered a speech. He emphasized the need to thoroughly study and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, deepen the implementation of General Secretary Xi Jinping's important discourse on comprehensively deepening reform and the important instructions of the Chongqing inspection speech, adhere to reform as the main engine to promote various work to a new level, continue to use reform to increase power, vitality, prevent risks, overcome difficulties, promote development, and benefit people's livelihoods, and make reform further a "golden calling card" for the construction of a modern new Chongqing.

The meeting listened to the report on the progress of reform and suggestions for the next steps since the 11th meeting of the Municipal Party Committee's Deep Reform Commission, and studied the reforms related to building a highland for the development of private economy and constructing a comprehensive integrated governance mechanism for underground pipelines in mega cities.

Yuan Jiajun pointed out in his speech that 2024 is the year of our city's reform and struggle, and also the year when the achievements of reform are highlighted. The whole city is focusing on key areas to tackle challenges, daring to delve into deep water areas and tackle tough problems. The organizational leadership for reform is more powerful and effective, and the problem oriented and effect oriented reform directions are clearer. The "dual wheel drive" of digital Chongqing construction and key area reform is more evident, and the sense of achievement of enterprise and mass reform continues to improve. The ability of "leaders" at all levels to seek reform, grasp reform and promote reform has significantly increased, and they have submitted high scoring reform reports, injecting strong impetus into economic and social development.

Yuan Jiajun emphasized that 2025 is an important year for the conclusion of the 14th Five Year Plan and the planning of the 15th Five Year Plan, with unprecedented opportunities for deepening reform and seizing development. The whole city should firmly grasp the important requirements put forward by General Secretary Xi Jinping for Chongqing's reform, deeply understand the particularity, urgency, and importance of this year's reform and development tasks, anchor key nodes, adhere to benchmarking, highlight problem orientation, focus on filling gaps, further refine annual reform goals and tasks, optimize the mechanism for generating reform projects, summarize and refine reform achievements, improve institutional mechanisms, and carry out major reforms that mobilize the whole body. With the spirit of nailing nails, we will promote greater progress in the construction of comprehensive deepening reform pilot zones. Reform is a necessary question and a "touchstone" for testing the responsibilities of cadres. Leaders at all levels and departments should take the initiative to move forward, strengthen work coordination, act as the "construction team leader" of the reform, promote the implementation of the reform, and form a strong force for further comprehensive deepening of the reform.

Yuan Jiajun pointed out that the private economy is the most dynamic force in Chongqing's economic development, and promoting high-quality development of the private economy is an important task in the construction of a modern new Chongqing. At present, Chongqing's private economy is facing unprecedented development opportunities. It is necessary to timely solve the most concerned, urgent, and important problems of private enterprises and entrepreneurs, carry out the "three services" on a regular basis, comprehensively promote policies to reach grassroots and enterprises, and further stimulate the vitality of the private economy. We must adhere to innovation and development as the primary driving force, support private enterprises to integrate into the "33618" modern manufacturing cluster system, and cultivate and strengthen a group of industry leaders, leading enterprises, chain owners, and "specialized, refined, and innovative" enterprises around key areas such as artificial intelligence and digital economy. We must vigorously create a first-class business environment, accelerate the elimination of legal and regulatory barriers and hidden barriers that affect fair competition and common development, focus on protecting the legitimate rights and interests of private enterprises, and further boost the confidence of all sectors of society in the development of the private economy.

Yuan Jiajun emphasized that urban pipelines are the "lifeline" to ensure the safe operation of cities. To highlight digital empowerment and comprehensively understand the pipeline inventory ledger, accelerate the construction of digital spaces that are consistent with underground spaces, draw a "one map overview" digital twin map, promote the full management of various pipelines, and better solve various problems such as gas leaks, road collapses, sewage overflow, and construction excavation damage. We need to improve the system and mechanism of "comprehensive integration of planning, construction, and governance", highlight the leading role of the central urban area, accelerate the construction of a work pattern with consistent rights and responsibilities and clear blocks, continuously improve the level of urban intrinsic safety, and accelerate the creation of landmark achievements in modern governance of mega cities.
