The Third Batch of 64 Municipal-level Newly-developed Major Technical Equipment Products Is Announced. "Chongqing-made" newly-developed products are driving the high-end transformation of the manufacturing industry.

These include the world's first mass-produced explosion-proof quadruped robot capable of autonomously performing inspection tasks in various complex and hazardous environments, and the world's first commercially operational 18-megawatt wind turbine unit... 

The above-mentioned "Chongqing-made" products, which represent technological breakthroughs both domestically and globally, are all part of the municipality's third batch of 64 newly-developed major technical equipment products announced at the 2025 World Smart Industry Expo.

Newly-developed major technical equipment products (hereinafter referred to as "newly-developed products") are innovatively developed products that achieve significant breakthroughs in variety, specifications, and other aspects. They possess intellectual property rights but are still in the early stages of market promotion. What technological breakthroughs do these third-batch municipal-level newly-developed products achieve? What measures has the city taken to develop and strengthen newly-developed products and leverage them to promote the high-end transformation of the equipment manufacturing industry? Sustaining innovation

Products are packed with "Black Tech"

Resembling a "steel tiger" with agile four-legged movement - this is the initial impression given by the "explosion-proof quadruped robot," newly developed by SevnceRobotics Co., Ltd. (hereinafter referred to as SevnceRobotics) and included in the third batch of municipal-level newly-developed products.

"This robot is currently the world's only mass-produced model that has obtained explosion-proof certification. Its core technology adopts the company's self-developed high-performance electro-hydrostatic actuated joints, offering two major advantages: high explosion-proof grade and strong load capacity," said a relevant representative of SevnceRobotics. The company has accumulated over 50 patents in the development of explosion-proof legged robots, achieving industry breakthroughs particularly in joint and legged explosion-proof technology.

Another selected product, the "18MW offshore wind turbine unit" independently developed by CSIC Haizhuang Windpower Equipment Co., Ltd. (hereinafter referred to as CSIC Haizhuang Windpower), is also packed with cutting-edge technology. A relevant representative from CSIC Haizhuang Windpower stated that this wind turbine unit has set two global records in the wind power industry: "world's largest rotor diameter (260 meters)" and "largest unit capacity (18MW)".

During the product development process, the technical team at CSIC Haizhuang Windpower overcame a number of worldwide challenges, such as flutter instability in 126-meter ultra-long flexible blades and the design of a high-power-density drive train. Compared to conventional models, this wind turbine unit achieves a 10% increase in power density and reduces investment costs by over 20%, realizing the goals of "high efficiency, high reliability, and low cost".

At this newly-developed product announcement event, multiple responsible persons from certified Chongqing enterprises expressed that the inclusion of their products in the municipal-level newly-developed certification not only reflects the achievements of the municipality's technological innovation but also affirms the enterprises' innovative capabilities, motivating them to continuously promote technological progress and product iteration and upgrading.

Expanding the market

Using "Real Gold and Silver" to benefit enterprises

Data show that since the launch of the first batch of newly-developed product certifications in the municipality in 2023, a total of 97 enterprises and 160 products have been certified, continuously driving the transformation of innovative technological breakthroughs into real productivity.

"To enhance the supply capacity and market recognition of newly-developed products, the products must first 'have both name and status'," said a relevant official of the Chongqing Economic and Information Commission. The municipality has introduced the Administrative Measures for the Recognition of the Newly-developed Major Technical Equipment in Chongqing, ensuring that products included in the municipal newly-developed equipment catalog possess characteristics such as "government guidance, enterprise voluntariness, and information completeness." At the same time, efforts are continuously made to build complete information channels connecting enterprises and the market, forming a cycle of "innovation - application (profit) - iterative innovation" for newly-developed products.

Especially last year, multiple municipal departments including Chongqing Economic and Information Commission, Chongqing Municipal Development and Reform Commission, and Chongqing Finance Bureau jointly formulated the Further Policies and Measures to Support the Promotion and Application of Newly-developed Major Technical Equipment in Chongqing, specifying three types of "real gold and silver" support for enterprises that develop and use newly-developed products:

Financial incentives: providing first-purchase and first-use rewards and premium subsidies to enterprises using newly-developed products, with maximum awards and subsidies reaching RMB5 million.

Market promotion: supporting newly-developed product development enterprises in regularly holding launch events, implementing measures to facilitate the participation of newly-developed major technical equipment in bidding processes, and encouraging state-owned platforms to increase procurement of newly-developed major technical equipment.

Financial support: offering financing services to newly-developed product development enterprises and attracting social capital to participate in R&D, manufacturing, and demonstration applications.

The relevant official of the Chongqing Economic and Information Commission stated that the municipality will continue to promote the coordinated development of newly-developed products at both the R&D and application ends, achieving market-oriented, large-scale, and industrial application. It is planned that by 2027, the number of newly-developed products introduced in the municipality will exceed 300.

Sichuan-Chongqing collaboration

Exploring the "Blue Ocean" for newly-developed products

Within the Chengdu-Chongqing economic circle construction, the joint effort between Sichuan and Chongqing to build a world-class advanced manufacturing cluster is a key focus of regional industrial cooperation, which contains significant development opportunities for newly-developed products.

"Sichuan and Chongqing should focus extensively on equipment manufacturing - a shared competitive industry - to make major strides," proposed Dai Xinyu, an expert from the National Intelligent Manufacturing Expert Committee. He suggested that Sichuan and Chongqing possess not only technical advantages and industrial foundations for jointly developing equipment manufacturing, but also vast market demand and regional benefits. The potential for coordinated development of the equipment industry between the two regions is enormous, and this field can continuously yield a large number of newly-developed products.

To this end, the Chongqing Economic and Information Commission stated that the municipality is currently aiming to build a world-class equipment manufacturing cluster in the Chengdu-Chongqing area, with the main focus on promoting intelligent and digital transformation in equipment manufacturing. The strategy emphasizes three dominant industrial clusters: "intelligent manufacturing equipment, mountain agricultural machinery equipment, and advanced power equipment," while fostering five distinctive industrial clusters: " drones and general aviation equipment, smart elevators, sensors and instrumentation, intelligent power transmission and transformation equipment, and inland vessels." This will form a "356" intelligent equipment and smart manufacturing industrial system, supported by six sectors: "smart manufacturing equipment, intelligent agricultural machinery equipment, intelligent transportation equipment, intelligent power equipment, intelligent electrical equipment, and intelligent detection equipment," thereby driving more newly-developed products to explore the "blue ocean" in the market.

"We will promote the continuous upgrading of newly-developed products through 'innovation - application - re-innovation,' enabling more 'newly-developed breakthroughs' to grow into 'complete-set advantages.' At the same time, by leveraging the Chengdu-Chongqing economic circle construction, we will enhance coordination between the two regions, jointly building a world-class equipment manufacturing cluster and continuously exploring the blue ocean market for newly-developed products," said a relevant official of the Chongqing Economic and Information Commission.
