This plan, the first to integrate transport and modern logistics in a coordinated framework, not only defines Chongqing’s goal to fully develop into a national transport hub and an international logistics-trade hub, but also puts forward a set of concrete indicators closely related to people’s daily lives. By 2030, Chongqing’s transport sector will feature the following four highlights.

Speed Boost: The "1-2-3 Travel Circle" Makes Impromptu Travel a Reality
In the next five years, Chongqing residents, whether commuting or going abroad, will experience visible acceleration.
Dual-City Fast Mobility: to fully realize one‑hour direct connectivity between Chengdu and Chongqing.
Smooth Regional Travel: 2-hour travel within the municipal area, 3-hour access to surrounding provincial capitals, and 6-hour connectivity to Beijing, Shanghai, Guangzhou and Shenzhen.
Commuter-Friendly Initiatives: The metropolitan area will implement the efficiency improvement initiative for "one-hour commuting". By 2030, 75% of the population in the metropolitan area will have access to one-hour commuting conditions, greatly easing commuter fatigue for workers.
Global Air Connectivity: Chongqing will operate over 70 active international (regional) air routes for easier outbound tourism and foreign trade.
People-Centered Services: Chongqing will launch the combined transport model of "high-speed rail at county-level districts + customized public buses", roll out dedicated "Hope Routes" for rural students to commute to school, and promote the transformation of transport facilities for the aged and young.
Cost Reduction: One-day Domestic Courier Delivery: Shop Globally Without Long Waits
For those who like to shop online or engage in commerce and logistics, logistics timeliness and shipping costs are the core pain points.
Global 1-2-3 Fast-Cargo Circle: In the future, Chongqing will take the lead in realizing 1-day delivery of domestic packages in the west, 2-day delivery in neighboring countries and 3-day delivery in major cities in the world.
Sharp Reduction in Logistics Costs: By removing bottlenecks in multimodal transport, the ratio of social logistics costs to GDP will drop to 13% by 2030, staying above national average. Driven by the "four-port linkage" (inland, water, airport, digital-trade ports), hub-corridor combined-transport volume will double to 350,000 TEUs.
Network Building: Bid Farewell to Dead-end Roads, Covering Low-altitude Transport and Greenways
The long-standing pain points in some areas, like unconnected corridors and frequent congestion on urban access roads, will be prioritized for resolution in the next five years.
Pioneering "Ten Networks": For the first time, the plan proposes building ten networks covering railway, rail transit, highway, urban road, water transport, aviation, low-altitude transport, energy pipeline, postal and express delivery, and greenway.
Unified Digital Governance via One Map: Leveraging the Digital Chongqing foundational platform, the 10 networks will realize interconnectivity. By 2030, national backbone corridors will be largely completed, and "dead-end roads" will be basically eliminated.
Smart and Green: 100% Ultra-fast Charging Coverage at Expressway Service Areas
Good news for new-energy vehicle owners and science and technology enthusiasts: Chongqing’s transportation system is transforming from "well-built" to "well-utilized and smart-enabled".
Unrestricted Charging Access: Launch an initiative to upgrade charging facilities at expressway service areas, and strive to achieve 100% coverage of ultra-fast charging facilities in service areas by 2030.
Cutting-edge Technology: Implement the "AI + Transport" initiative to build digital-intelligent transport corridors totaling 3,800 kilometers.
Green Heavy-duty Trucks: Further promote the application of new energy heavy-duty trucks to reach a 40% penetration rate by 2030, and build an integrated "space-air-ground" perception and monitoring network to make travel safer and more resilient.
