Enhancing "Chongqing's Distinctive Identity" in Industrial Innovation The municipal government plans to cultivate 300 innovative products and tackle 100 core technologies within three years.

To deepen the integration of scientific and industrial innovation, Chongqing will support enterprises in developing a batch of original and landmark innovative products with "Chongqing's distinctive identity." On July 14, the Chongqing Economic and Information Commission issued the Cultivation Plan for Industrial - Technological Innovation Products in Chongqing (hereinafter referred to as the Plan), proposing that by 2027, the city aims to cultivate a total of 300 innovative products, drive breakthroughs in 100 key core technologies, and ensure that the sales revenue from new products consistently accounts for over 27% of the total. 

According to the Plan, industrial-technological innovation products are defined as those aligned with Chongqing's "33618" modern manufacturing cluster system development direction, which are developed and produced using new technological principles or innovative design concepts, or have significant improvements in structure, materials, or other aspects compared to existing products. These products must also be recognized by the market for their high technological content, strong economic benefits, and significant industrial impact. 

To achieve this, the city will establish a product R&D and renewal system characterized by "a pipeline of reserves, a batch under development, and a series ready for market launch," with enterprises as the main drivers, demand as the guiding force, and industrialization as the ultimate goal. The system will continuously improve the "market-led, government-guided, and Industry-University-Research collaborative" mechanism to accelerate the emergence of advanced industrial technology innovation products with strong industrialization prospects, which will enhance corporate competitiveness and industry influence. These efforts will drive breakthroughs in key core technologies and the commercialization of scientific and technological achievements, ultimately forming a closed loop of "technological breakthrough → achievement transformation → scenario application → industrial upgrading". 

Furthermore, our city will implement 15 key tasks across three dimensions: "building a pipeline of innovation needs, achieving breakthroughs in innovative products, and commercializing innovative products." For instance, to accelerate the reserve of innovation needs, we will focus on deep integration between the "416" technology innovation strategy layout and the "33618" modern manufacturing cluster system. This will involve regularly soliciting application scenarios and innovation demands from enterprises, universities, and research institutions, with priority given to pillar industries, dominant industries, and sectors with distinctive competitive advantages. 

In driving breakthroughs in innovative products, our efforts will target high-end, smart, and green-oriented R&D projects, emphasizing major core technologies, industry-wide generic technologies, and foundational industrial technologies. We aim to rapidly advance a batch of technological innovations and products under development, while encouraging enterprises to adapt product structures to market demands, increase R&D investment in new products, and iteratively upgrade mid-to-high-end products to foster a cycle of "improvement through application and optimization through improvement". 

In promoting the commercialization of innovative products, our city plans to cultivate a group of "Chongqing Quality Manufactured Products" with independent intellectual property rights, high added value, and strong market competitiveness annually. We will facilitate the industrial application of major technological equipment's first sets, key new materials' first batches, software's first versions, and first full-mask engineering tape-outs. Additionally, we will strengthen the first-purchase and first-use policies for innovative products, encouraging qualified organizations to take the lead in adopting new technologies and products. 

To ensure the implementation of the Plan, our city will actively consolidate existing policies and funding to enhance support for technological breakthroughs, product R&D, and industrial applications. We will encourage enterprises to undertake key technology breakthrough and industrialization projects. Support will be prioritized for enterprises whose production technologies meet relevant standards and whose individual products achieve annual sales exceeding CNY20 million, recognizing them as major industrial technology innovation products. Innovation product owners will be encouraged to participate in standard formulation and revision within their sectors, while guiding significant industrial innovation products to complete patent-intensive product registration and declaration. Additional services, including financing and M&A support, will be strengthened for enterprises preparing to launch innovative products.
