Electricity Conservation, Science-Based Use, and Efficiency-Focused Consumption - Chongqing Launches 10-Point Action Plan for Peak Summer Electricity Conservation→
In order to actively respond to the municipality’s overarching arrangements for peak-summer operations, enhance public awareness of “Electricity Conservation, Science-Based Use, and Efficiency-Focused Consumption”, the city of Chongqing issued the Chongqing Municipal Work Plan for Society - Wide Electricity Conservation During the Summer Peak Period on July 10. The Plan sets forth the following ten action initiatives.
1. Government agencies and institutions take the lead in energy conservation
Practice double-sided printing and actively promote paperless office;
Set air-conditioning temperatures at appropriate levels, and strictly avoid excessive cooling;
Upon leaving the workplace, promptly turn off lighting and office equipment to reduce standby power consumption.
2. State-owned enterprises take proactive measures to conserve electricity
Strengthen day-to-day electricity management and promote efficient power use in both office and production operations;
Actively carry out energy-saving and carbon-reduction retrofits of facilities and equipment, and enhance the practice of staggered and off-peak power consumption.
3. Industrial enterprises enhance efficiency through electricity conservation
Arrange production schedules in a reasonable manner and adjust electricity loads in a science-based way.
Continuously optimize production processes, and give priority to the use of clean energy.
Phase out outdated, energy-intensive equipment in an orderly fashion, and actively apply environmentally friendly recycled materials.
4. Commercial complexes adopt science-based electricity use
Strictly implement the temperature control standards for air-conditioning in public buildings;
Actively carry out variable-frequency energy-saving retrofits of elevators to reduce no-load power consumption;
Turn off lightbox advertising illumination during daytime hours, and implement time-based and tiered control management during nighttime hours.
5. Public transport achieves rational electricity use
Set air-conditioning temperatures at appropriate levels, and implement zone-based and tiered temperature control as needed;
Optimize vehicle operation and dispatch schedules;
Guide and encourage centralized charging during the nighttime off-peak electricity consumption period.
6. Data centers and communication facilities perform efficient electricity use
Reasonably control the temperature of the computer room to avoid wasting energy on overcooling;
Coordinate and allocate equipment operation loads, and promptly shut down idle and redundant equipment;
7. Urban landscape lighting adopts moderate electricity use
Strictly control excessive landscape lighting and set lighting hours in a reasonable manner;
Accelerate the energy-saving renovation of old urban road lighting and prioritize the use of energy-saving lighting fixtures.
8. Schools at all levels and types advocate for energy conservation
Reduce electricity consumption during holidays and other non-teaching periods, and ensure that teaching equipment and lighting are turned off when spaces are vacated;
Actively carry out education on electricity conservation and cultivate energy-saving habits among students and staff.
9. Commercial office buildings achieve energy conservation and consumption reduction
Set operating parameters for equipment such as air-conditioning, lighting, and elevators in a reasonable manner;
Actively carry out energy-saving and carbon-reduction renovation of central air-conditioning systems, elevators, lighting and other equipment.
10. Communities and households practice electricity conservation
Proactively phase out obsolete, energy-intensive old home appliances, and give priority to products with the highest (Grade 1) energy efficiency rating;
Actively respond to the time-of-use electricity pricing system and reduce the use of electrical appliances during peak hours of electricity consumption.
