This dual-core structure determines that it cannot follow the old path in talent introduction and utilization, and innovative thinking is required. The author believes that two things should be done particularly well: talent resonance and dislocation synergy.

First, let's talk about talent resonance. This is not simply a matter of counting how many talents there are in Chengdu plus Chongqing. Rather, it means truly activating the talents in both places to achieve an effect where the whole is greater than the sum of its parts. What does "activating" mean? It means that high-end talents can flow back and forth between the two cities instead of being confined to one place; excellent research ideas and advanced equipment can be shared and utilized by both sides; and key laboratories and R&D centers can be co-established to jointly tackle key challenges.

In this way, the talent density in the entire region will be higher, and the enthusiasm for innovation will also be stronger. Just like two magnets, when they are far apart, there is little attraction. But when they get closer, the suction force increases significantly, and they can attract more good things. If the talents in Chengdu and Chongqing can resonate in this way, the energy of the entire Chengdu-Chongqing economic circle will be amplified.

Next, let's talk about dislocation synergy. While Chengdu and Chongqing are sister cities, their development priorities and strengths diverge - akin to two children in a family, one excelling in art and the other in innovation. Such distinct trajectories necessitate differentiated talent strategies. Talents are the same. Since there is a division of labor in the industry, the types of talents needed are naturally different. Rather than competing for the same "hotcake" talents, both cities must leverage their industrial specializations to precisely recruit and cultivate complementary talent pools. This approach is termed "complementary synergy".

The idea of talent resonance combined with dislocation synergy demands a paradigm shift in regional governance. It requires transcending local silos to orchestrate talent policies at the mega-regional level for the Chengdu-Chongqing Economic Circle. Only by fostering both mutual inspiration and specialized division of labor can the twin engines of Chengdu-Chongqing Economic Circle unleash their full potential, propelling the region toward high-quality growth. This vision transcends economic metrics - it is about building enduring innovation capacity and reshaping the region's competitive edge on a global stage.
