Chongqing’s Added Value of the Service Sector Reached RMB 1.98 Trillion, with Its Growth Rate Ranking First Nationwide for Two Consecutive Years

On June 9, the reporter learned from the Municipal Development and Reform Commission that in 2025, the value added of Chongqing’s service sector reached RMB 1.98 trillion, representing a year-on-year increase of 6.2%. Its growth rate has ranked first nationwide for two consecutive years, contributing 67.4% to the city’s economic growth. The service sector accounted for 58.8% of Chongqing’s GDP and drove the city’s GDP growth by 3.5 percentage points.

Productive services sector has achieved higher quality and greater efficiency. In 2025, the main business revenue of the software information industry in the city exceeded RMB 500 billion. The value added of modern logistics and the financial sector, as well as online retail sales, each surpassed RMB 100 billion. The value added of productive services sector is set to reach the RMB 900 billion mark. Over the past three years, Chongqing has newly cultivated more than 3,000 enterprises above the designated size in the service sector, nurtured a cumulative total of 10,000 high-tech enterprises, increased the number of A-class logistics enterprises to 142, and expanded the number of national-level industrial design centers to 11, with more than 1,500 enterprises in the industrial design service sector. Since the start of the 14th Five-Year Plan period, Chongqing has cultivated and built 90 productive service sector clusters, hosting approximately 100,000 enterprises and generating total operating revenue of about RMB 2 trillion.

Consumer services have developed toward higher quality, greater diversity and better accessibility. Since 2022, the average annual growth rate of Chongqing’s total retail sales of consumer goods has been 4%. The value added of wholesale and retail sector and the catering and accommodation sector have grown at an average annual rate of 8.4% and 8.6% respectively. Online retail sales have grown at an average annual rate of 16.8%, outpacing the national growth rate for five consecutive years. To date, Chongqing has created “Chongqing Flavor 360 Bowls” Carnival, created 24 new consumption scenarios under the “Joyful Consumption in Chongqing” initiative, and established 60 “15-minute convenient living circles”. The city has topped the list of “China's Top 10 Cities by Night Economy Influence” for four years in a row. In 2025, the city received over 500 million domestic tourists, representing a year-on-year increase of 7%. It has taken the lead in central and western regions to achieve full coverage of the three-tier elderly care service network, with 230,000 elderly care beds citywide and a elderly care industry valued at RMB 7 billion. The number of infant and toddler care slots has increased to 146,000.

The service sector continues to open up new dimensions for development. As the first pilot city for the comprehensive opening-up of the service sector in central and western regions, Chongqing is actively aligning with high-standard international economic and trade rules and accelerating the construction of a modern collection, distribution and transportation system as well as a comprehensive service system. Landmark projects such as the UNESCO City of Design, the International Commercial Arbitration Center, and the “Belt and Road” International Technology Transfer Center have been established. In 2025, the city’s the city’s imports and exports of services grew by 7%, and actually utilized foreign capital in the service sector accounted for 75.2% of the city's total utilized foreign capital. Meanwhile, centering on all-round opening up under the New International Land-Sea Trade Corridor in Western China, Chongqing has launched more than 30 specialized financial products to drive the outstanding balance of financing related to the Corridor past RMB 730 billion and boost cross-border receipts and payments with countries and regions connected via the Corridor to over USD 100 billion.

Digital empowerment drives a leap in the service sector’s capabilities. Guided by the "Digital Chongqing" initiative, the city has prioritized the development of intelligent agents as the main direction, promoting the "smart, digital, and green transformation" of traditional industries. It has explored a new model of "Industrial Brain + Future Factory", and has cumulatively established more than 1,200 digital workshops and more than 200 intelligent factories. This has advanced the application and promotion of new-generation intelligent terminals and agents in service sectors such as industrial design. The Western China Data Exchange has partnered with over 1,000 data service providers and launched more than 7,800 data products, ranking among the country's top-tier data trading venues.
