Chongqing State-Owned Assets Supervision and Administration Commission Unveils "2345" Roadmap Launch Three-Year Action Plan to Accelerate Development of New Quality Productive Forces in State-Owned Enterprises
On June 16, the Chongqing State-owned Assets Supervision and Administration Commission (SASAC) announced the release of the Work Plan for Cultivating and Developing New Quality Productive Forces in Municipal State-Owned Enterprises (2025–2027) (hereinafter referred to as the Work Plan). The plan introduces a "2345" roadmap, structured around two landmark achievements, the "Three New" projects, four special actions, and five supporting mechanisms, to accelerate the cultivation of new quality productive forces in municipal SOEs.
The two landmark achievements refer to municipal SOEs achieving nationwide advancement and leading status in western China in terms of R&D investment, as well as developing a batch of high-value invention patents and "hard-tech" breakthroughs.
The "Three New" projects consist of technological innovation, industrial revitalization, and equipment upgrading. Among these, the technological innovation project focuses on three major leading industrial clusters - intelligent connected new-energy vehicles, next-generation electronic information manufacturing, and advanced materials. Through mechanisms such as "task-based competitions" and targeted mandates, municipal SOEs will establish a number of industrial innovation complexes and carry out organized joint technological research.
For example, after years of dedicated research, Chongqing Pump Factory, a subsidiary of Chongqing Machinery & Electronics Holding Group, has successfully resolved key challenges related to materials, corrosion, and fluid-induced vibrations under high-temperature and strong radiation conditions. The company has now developed China's first prototype of a lead-bismuth reactor main pump for fourth-generation nuclear power, with core technical indicators reaching internationally leading levels. Moving forward, the company will continue to drive breakthroughs in original and cutting-edge technologies.
The industrial revitalization project focuses on strategic emerging industries and future industrial development directions, supporting municipal SOEs in comprehensively utilizing various approaches such as independent endogenous cultivation, establishing joint ventures, conducting equity acquisitions, building investment platforms, and leveraging advantageous resources to achieve transformation and upgrading of traditional sectors, consolidating and expanding advantages in key industries, and exploring and developing future-oriented sectors.
For instance, Qingling Motors has been exploring the construction of a hydrogen energy industrial ecosystem and accelerating its electrification transformation. In collaboration with Huawei, it launched the industry's first megawatt-level ultra-fast charging heavy-duty truck, and together with CATL, it introduced the Linkun light truck. Moving forward, the company will accelerate its "five major transformations" in technological self-reliance, product electrification, globalized marketing, digitalized management, and market-oriented subsidiaries.
The equipment upgrading project will establish a systematic implementation mechanism, guiding municipal SOEs to formulate three-year technological transformation plans categorized by sector types. By regularly releasing equipment renewal demand lists, product supply lists, and renovation project lists, the initiative will collaborate with upstream and downstream enterprises in the industrial chain to jointly drive the execution of equipment upgrading plans.
According to a relevant official from the Chongqing SASAC, while consolidating industrial foundations, the Work Plan focuses on enhancing enterprises' endogenous driving forces by deploying four special actions. Among these, the "First-Class Modern Enterprises and Renowned Brand Cultivation" special action aims to establish 10 first-class modern enterprises by 2025 in key sectors such as advanced manufacturing, ecological environment, infrastructure construction and operation, urban public services, modern finance and producer services, modern agriculture, and culture. Concurrently, efforts will continue to build brands, improve quality, and achieve excellence, ultimately forming 16 nationally influential renowned brands.
The Intellectual Property Strengthening Enterprises Special Action will focus on enhancing municipal SOEs' capabilities in creating high-value invention patents. Taking Chongqing City Transportation Development & Investment Group Co., Ltd. as an example, as a Chongqing Intellectual Property Advantage Enterprise, the group has obtained 114 invention patent authorizations (including 15 high-value patents) and has won 1 National Science and Technology Progress Award and 6 National Innovation Achievement Awards. By 2027, the group plans to add over 30 new invention patent authorizations (including 5 high-value patents) and achieve a "zero breakthrough" in overseas invention patent authorizations.
The Innovative Enterprise Cultivation and Expansion Special Action will prioritize fostering a tiered structure of innovative entities including Specialized, Refined, Distinctive and Innovative "Little Giant" enterprises, manufacturing single-product champions, unicorns, and gazelle enterprises. During the process of advancing strategic reorganization, professional integration, and forward-looking layout, efforts will concentrate on channeling superior resources toward these high-potential enterprises. By 2027, the number of municipal state-owned technology-based enterprises is expected to reach 220, with high-tech enterprises totaling 150.
Additionally, the Innovation Talent Team Building Special Action will be implemented to explore flexible talent recruitment mechanisms through innovative approaches such as "university-employed, enterprise-utilized" arrangements. Using "four chains" integrated research projects as the platform, this initiative will facilitate talent exchange channels between enterprises, universities and research institutions, promoting mutual secondment models such as technology deputy directors and industrial vice deans.
To ensure the efficient operation of the new quality productive forces cultivation system, Chongqing will simultaneously establish a five-dimensional support and guarantee system featuring coordinated development in Party building, innovation policies, "four chains" integration, digital scenario empowerment, and fostering an innovation-friendly environment.
