Openness Pays Off: Liangjiang New Area Wins Big at the WCIFIT

On May 21, the 5th Western China International Fair for Investment and Trade (WCIFIT) concluded. At this WCIFIT, Liangjiang New Area harvested substantial results, signing multiple projects and using the platform to present its latest openness achievements and sincere commitment to the world.

A slate of openness projects invite global investment.

Openness defined the WCIFIT. At the WCIFIT, Liangjiang New Area promoted a package of key projects to global investors.

RCEP took effect on January 1, 2022. How to enable more companies to seize the moment and expand into new markets are now in sharp focus. On May 19, at the key project roadshow and matchmaking session of the second "Invest in Western China", Lianglu Guoyuan Port Comprehensive Bonded Zone promoted the Chengdu-Chongqing RCEP Center on site.

 

The project selected a site within the Cuntan International New Town Bonded Economic Zone and received a total investment of RMB16 billion. It will establish an RCEP trade hub, an integrated domestic and foreign trade hub, a showcase hub and an international exchange hub. These facilities will strengthen trade and logistics with RCEP countries, promote the continuous convergence of logistics, people, capital and information flow of RCEP countries in the region, and serve as a window for economic and trade exchanges with RCEP countries in the city.

"The bonded economic zone is actively creating a comprehensive RCEP service center that covers the whole city and even the southwestern region, suiting all government offices and enterprises, and enabling multi-resource interconnection and sharing," said Hu Lin, Deputy Head of the Third Industrial Development Department of the Bonded Port Area Group, adding that global businesses are welcome.

On May 18, the Dadi Life Science Park of the Liangjiang New Area made its official debut at the West China special roadshow of the "Invest in China Year" event.

t is learned that the Dadi Life Science Park is situated in the heart of Liangjiang Shuitu New City and acts as the core carrier of the Liangjiang Life Technologies City. The park covers a total area of about 650 mu, with a total construction area of more than one million square meters, and has already welcomed more than 160 Chinese and foreign innovative life and health enterprises. When fully built, the park will accommodate over 250 Chinese and international life and health enterprises and, upon reaching full capacity, will achieve a total annual output of RMB30 billion.

It is reported that the Dadi Life Science Park takes meeting the rapid-growth needs of technology-innovation enterprises as its starting point and, for the global market, is concentrating on attracting companies chiefly engaged in biomedicine R&D, high-end medical device manufacturing, and testing and inspection services. At present, several dozen firms in the park have been certified as high-tech enterprises, as "Specialized, Refined, Distinctive and Innovative" enterprises, and as "Little Giant" enterprises, and hundreds of their products have secured NMPA, FDA and CE approvals.

Another Central SOEs - Chongqing Cooperation has been launched.

Throughout the WCIFIT, multiple central SOEs sealed partnership deals with Liangjiang New Area.

On May 19, Liangjiang New Area and China Energy Engineering Corporation Limited (CEEC) formally signed a strategic cooperation agreement.

China Energy Engineering Corporation (CEEC) is a globally competitive mega-group that provides comprehensive, whole-chain solutions across energy, power, infrastructure and integrated urban development.

Under the agreement, the two parties will establish comprehensive strategic cooperation in energy and power, headquarters bases, infrastructure, district development, environmental protection facilities, rural revitalization, urban-rural integration, transport and tourism, and industrial development.

Drawing on its own advantages, CEEC will drive projects in infrastructure, eco-environmental protection, urban renewal, energy and power, carbon peaking and carbon neutrality, integrated urban development, industrial operations, and central-local partnership initiatives. It will also step up partnerships with enterprises in Liangjiang New Area, jointly open new markets, draw on shared advantages, and push forward collaboration in digital industry, hydrogen and energy storage, renewable power, and the deployment of key technologies.

On May 19, China Construction Fifth Engineering Bureau and Liangjiang New Area signed a formal deal to build the CSCEC Fifth Bureau Southwest Investment & Operations Base, forging a flagship Central SOEs - Chongqing Cooperation for the new era.

According to available information, after implementation the project will focus on headquarters-industry bases, infrastructure, urban renewal and integrated water-environment remediation. Drawing on its combined "investment plus development" edge, it will deliver full-spectrum, life-cycle, end-to-end solutions in advanced construction-green, rapid, industrial and digital-powering Liangjiang New Area's pursuit of green and innovative growth, driving the transformation and upgrading of the construction sector, and sustaining long-term, healthy development of the district's building industry.

Multiple key projects are signed.

At this year's WCIFIT, Liangjiang New Area secures 18 key projects worth a combined RMB23.3 billion.

At the WCIFIT Signing of Central SOEs - Chongqing Cooperation and Key Projects, Liangjiang New Area seals seven deals worth RMB16 billion. Information shows that the agreements signed at this WCIFIT span digital economy, modern finance, culture tourism and convention, life and health, and include flagship projects such as headquarters bases, innovation centers and R&D hubs that will inject fresh momentum into Liangjiang New Area's industrial transformation and upgrading.

Serving as Chongqing's primary economic front line, Liangjiang New Area has in recent years advanced strategic cooperation with central SOEs that is higher in level, wider in scope and deeper in substance, together creating a flagship example of Central SOEs - Chongqing Cooperation for the new era. This round of signings also brought Liangjiang New Area a slate of central SOE initiatives in biomedicine, urban renewal and related sectors.

According to an official for the Liangjiang New Area Investment Promotion Group, the district will next focus on industrial clusters that possess robust foundations and high growth potential, aligning superior facilities, capital and services to bring in industry leaders and top innovators, thus anchoring its high-quality development.
