The 7th WCIFIT | Chongqing Releases 11 Typical Cases of Integration of Domestic and Foreign Trade, Two of Which Nationally Replicated and Promoted

On May 22, the "Premium Exports Homebound - Chongqing" was launched at the 7th Western China International Fair for Investment and Trade (WCFIT), with dozens of "export-quality items" on display. Officials from Chongqing Municipal Commission of Commerce reported that the municipality has achieved positive results in advancing integrated domestic and foreign trade, having released 11 exemplary cases - two of which are now being replicated and promoted nationwide.

Premium Exports Homebound is a key initiative by the Ministry of Commerce to promote integrated domestic and foreign trade, spanning 10 cities nationwide. Chongqing was selected as a host due to its status as the only city in Southwestern China included in the first national pilot program for integrated domestic and foreign trade.

"Chongqing has made remarkable achievements in advancing integrated domestic and foreign trade", said an official from Chongqing Municipal Commission of Commerce. A robust policy framework is crucial for driving deep convergence between domestic and international markets. Therefore, Chongqing has successively issued documents such as the Implementation Opinions on Promoting Integrated Domestic and Foreign Trade Development, the Work Plan for Pilot Integration of Domestic and Foreign Trade, and the Measures to Accelerate Integrated Domestic and Foreign Trade Development. These policies form a comprehensive matrix covering top-level design, targeted breakthroughs, and supporting safeguards, providing strong support for building Chongqing into a comprehensive hub for inland opening-up, an international consumption center city, and an unimpeded dual-circulation ecosystem linking domestic and global markets.

To translate "top-level design" from paper to practice, Chongqing has implemented the "Hundred Groups, Thousand Enterprises" International Market Expansion Plan, the "Chongqing Vehicles Going Global" Initiative, and a campaign to promote local agricultural products in overseas markets - all aimed at amplifying the global influence of "Chongqing-made" products. Leveraging new foreign trade models, the city has also refined demand-supply matching for domestic-foreign integration, adopted innovative regulatory approaches (e.g., piloting electronic tax guarantees for cross-border e-commerce retail imports), and established flagship IPs such as the Chongqing Lifestyle·Live Streaming Seasons annual series and the "Chongqing Products Gather Online" E-Commerce Resource Matchmaking Fair. These efforts have bridged the "last mile" between policy implementation and enterprise needs.

"We have also launched a series of activities for Premium Exports Homebound (Chongqing) with the theme of 'Quality Items of Foreign Trade, A Better Life'. We have set up a special zone for quality items of foreign trade in chain supermarkets such as Chongbai New Century and Yonghui, helping transform these products from 'global factory staples' into 'premium choices for domestic consumers ", said the official from Chongqing Municipal Commission of Commerce.

On another front, Chongqing has established five municipal-level pilot zones for integrated domestic and foreign trade development - including Yuzhong District and Jiangbei District - along with 20 reform pilot bases such as the Chongqing International Logistics Hub Park and the National Premium Products Trade Center, as well as 52 leading enterprises including Changan Automobile and Huafon Chemical, all serving as exemplary models to demonstrate the city's progress.

Against this backdrop, Chongqing has seen a surge in integrated domestic-foreign trade initiatives, with 11 exemplary cases currently released, two of which have been replicated and promoted nationwide.

For example, Xiyong Micro-electronics Industrial Park has improved its enterprise service system, forming a full industry and supporting chain from chip manufacturing and module production of automotive electronics to testing and certification of electronic systems and solutions, and cultivating automotive electronics as a demonstration of Chongqing's integrated development of domestic and foreign trade industry cluster.

Another example is Bishan District, which has vigorously implemented its "Four Major Industrial Cultivation Projects" (Trillion-Yuan Clusters, Hundred-Billion-Yuan Chain Leaders, Billion-Yuan Scale Enterprises, and Ten-Thousand Innovators), solidifying its role as a key pillar in Chongqing's mission to build a world-class intelligent and connected new energy vehicle industrial cluster. By 2024, the district had 155 enterprises with verified import-export operations, trading with 127 countries and regions.

"At present, a total of 870 above-scale industrial enterprises in the city have achieved integrated domestic and foreign trade operations", said an official from Chongqing Municipal Commission of Commerce. Going forward, Chongqing will focus on building a comprehensive hub for inland opening-up, continue implementing the "6+5" action plan for integrated domestic-foreign trade connectivity. This will deepen convergence in areas such as regulatory standards, market channels, and resource allocation, accelerating the formation of a tightly woven dual-circulation network that synergizes imports and exports while harmonizing domestic and foreign trade - ultimately forging a new, high-quality open economy."

The official added that by the end of this year, the city aims to cultivate five integrated domestic-foreign trade pilot zones, 20 reform bases, and 200 leading enterprises. By 2027, Chongqing expects to achieve highly efficient and synergistic domestic-foreign trade operations, with targets of eight pilot zones, 30 reform bases, and 500 leading enterprises.
