A Talent Gap of 82,900! Chongqing Released Catalogue of Talent Demand for Three Key Industries →
On June 3, the Chongqing Municipal Commission of Economy and Information Technology released the “Catalogue of Talent Demand for High-Quality Development of Automobile, Robot, and Low-Altitude Economy Industries in Chongqing (2026–2028)” (hereinafter referred to as the “Catalogue”). It is estimated that by 2028, the total number of employees engaged in the three key industries including automobile, robot, and low-altitude economy in Chongqing will increase to 441,700, showing an overall talent gap of 82,900 across all fields.
The “Catalogue” was compiled under the leadership of the Chongqing Municipal Commission of Economy and Information Technology. To accurately assess the shortage of personnel, the compilation team made use of multiple scientific models such as grey prediction, time series prediction, and big data analysis in an innovative manner to conduct a comprehensive investigation and research on more than a thousand key enterprises in the sectors including automotive, robot, and low-altitude economy across the city, so as to pinpoint the pain points of personnel employment in the industries and sort out the detailed statistics of talent gap. According to the data, there is a talent gap of 29,200 in the automobile industry, 30,100 in the robot industry, and 23,600 in the low-altitude economy in Chongqing. The scarce talents cover a number of key positions such as high-end R&D, process design, intelligent manufacturing, aircraft operation and maintenance, and system integration.
A relevant person in charge from the Chongqing Municipal Commission of Economy and Information Technology stated that Chongqing is currently accelerating the construction of the “33618” modern manufacturing cluster system, implementing the strategy of strengthening the city through talent and prioritizing scientific and technological innovation, and making joint efforts to build a nationally leading scientific and technological innovation center and an advanced manufacturing base with international competitiveness. “Releasing a special catalogue of talent demand based on the current requirements for industrial expansion and implementation of emerging sectors is a critical measure to promote the integration of the four chains and allocate the talent resources accurately.”
From the perspective of application value, the “Catalogue” achieves precise matching of supply and demand for various entities: For the competent authorities of the industries at municipal level, the “Catalogue” serves as an important reference for optimizing industrial talent support policies and launching special training projects, and facilitates the targeted introduction of supporting measures such as talent introduction subsidies, skill support and platform construction; for the universities, vocational colleges and various training institutions in Chongqing, the “Catalogue” can be used to dynamically optimize the establishment of specialties and adjust the curriculum systems with reference to the scarce positions, and launch order-based talent training for scarce sectors such as new energy vehicles, industrial robots and low-altitude aircrafts; for manufacturing enterprises and scientific research institutes in Chongqing, it is possible to accurately collect suitable talents and optimize the construction of internal talent echelons by referring to the “Catalogue”, realizing the two-way empowerment of talent gathering by industrial chains and industrial promotion by talents.
In recent years, with the focus on the main construction thread of the “33618” modern manufacturing cluster system, Chongqing has been adhering to the simultaneous development of talent introduction and cultivation as well as the integration of industry and talents, and improving the full-chain talent cultivation system for the manufacturing industry continuously, so that the high-end leading talent and engineer teams as well as the high-skilled industrial craftsmen has been growing steadily, and the agglomeration effect of manufacturing talents has become prominent increasingly.
In terms of external talent introduction, Chongqing has carried out the branded recruitment activities such as the “Million Talents Revitalize Chongqing” series of talent introduction initiatives and the “Chongqing International Talent Exchange Conference” on a regular basis, organized the teams to visit key universities in Beijing-Tianjin, the Yangtze River Delta and the Pearl River Delta for special employment, with the focus on targeted recruitment of high-level talents in the fields such as new energy vehicles, intelligent equipment and low-altitude economy. In the whole city, the manufacturing talent has maintained a continuous net inflow, and the new energy vehicles and intelligent manufacturing have become popular career paths for young talents.
In terms of local talent cultivation, Chongqing has deepened the implementation of talent cultivation projects such as the “Outstanding Engineer Cultivation Program” and the “Sichuan-Chongqing Craftsman Improvement Program”, promoted university-enterprise collaborative training featuring order-based schooling and work-order oriented employment, and built up a number of high-skilled talent training bases and skill master studios at national and municipal levels. Up to now, the total number of skilled talents in Chongqing has reached nearly 5.7 million, among which the high-skilled talents account for more than 30%. Every year, more than 10,000 new outstanding engineers provide technical backbones for transformation and upgrading of the manufacturing industry.
In terms of industry-education integration, Chongqing has coordinated the construction of municipal industry-education consortia, promoted the universities and vocational colleges in Chongqing to cooperate with leading enterprises on the supply chain to co-build industrial institutes and practical training centers, and set up the shortage-oriented specialties for automobiles, industrial robots, and other industries. For the emerging sectors in the future industries such as low-altitude economy, Chongqing has made arrangement for construction of relevant disciplines in advance, worked with leading enterprises to jointly build the practical training platforms for test flight and intelligent manufacturing, and made up for the shortfall of talent reserve for emerging industries from the source.
